Stephanie Rowe brings years over 20 years of experience implementing change both inside government organizations and in large corporations. Rowe served at DHS for eight years as both a contractor and as a government employee (SES). She is a consultant to the Ashcroft Group, providing expertise and advice to our clients with an interest in screening and transportation security programs. Rowe is based in Washington, DC. Rowe is the founder of NEXT LLC; a management consultancy focused on providing strategic execution and implementation services to organizations seeking to rapidly and sustainably transform their products, services and operations.
Rowe served as a member of the Senior Executive Service at the Transportation Security Administration (TSA) where she was the Executive Director for Security Evolution from November 2008 until December of 2009. She led the conception, development, and execution of the most significant advance in security operations undertaken by TSA since the agency’s creation; which was a complete reengineering of the passenger screening process. Those who travel often know that this process clears over 2 million people through 450 airports per day in the United States. Rowe managed the deployment of next generation security technologies, implemented checkpoint communications infrastructure, introduced new threat awareness techniques, and transformed the culture of the approximately 54,000 TSA security operations personnel.
Rowe also served as the Assistant Administrator for Transportation Threat Assessment and Credentialing (TTAC) from November 2005 to April 2008 where she directed the operation, implementation, and deployment of identity vetting technologies to improve transportation safety across the United States. Rowe was responsible for several critical, high-profile programs and priorities within the TSA, including Secure Flight, the Transportation Worker Identification Credential (TWIC), the Registered Traveler (RT) program, the Hazardous Material Endorsement Program, and other major vetting operations. She delivered successful outcomes to all of these programs in the face of intense media scrutiny, public pressure, and congressional oversight.
After receiving a degree in Management Information Systems from Bowling Green State University, Rowe spent 15 years at Accenture and consulted with private and public sector clients. She rose in the ranks to Senior Manager by specializing in complex, large-scale change initiatives covering human performance, business process reengineering, and information technology. She has experience with Fortune 100 clients across multiple industries including significant experience in manufacturing, supply chain, and SAP tools.
